N. Woburn CVS Proposal "Ought To Pass" Tonight

The City Council is expected to review several permit conditions during tonight's public hearing.

If the City Council accepts its subcommittee recommendation, the North Woburn CVS "ought to pass" tonight.

According to documents from the City Clerk's office, the Council is expected to discuss the CVS proposal tonight at 7 p.m. in a public hearing. The aldermen's subcommittee on special permits reviewed the proposal on Dec. 10 and recommended project approval with several conditions.

The North Woburn CVS would be more than 15,000 square-feet and include a drive-thru pharmacy.

The City Council subcommittee's recommended conditions are:

  1. The petitioner—Main Street Woburn RX, LLC—shall construct and improve the site as outlined in the "Site Improvement Plans for Main Street (Route 38) and School Street, Main Street/School Street, Woburn, MA 01801.”
  2. The Planning Board retains jurisdiction over landscaping.
  3. No exterior storage containers or material can be on site.
  4. All deliveries shall be between 9 a.m. and 5 p.m. Monday to Saturday, with no Sunday deliveries allowed.
  5. That if a drainage easement to allow the connection of the overflow to the city drain is not granted, the applicant may revert back to the original design depicting a free outlet on the CVS property;
  6. The petitioner will complete the roadway widening on Main Street as shown on the revised plans.
  7. The petitioner shall grant to the city or Mass Department of Transportation an easement on Main Street beginning at the proposed driveway southerly to the property line as shown on the plan for the purpose of continuing a future second lane southerly on Main Street.
  8. The drive-up customer service facility shall be closed during deliveries.
  9. All dumpsters and waste containers shall be enclosed, by means of a fence, wall or landscaping in compliance with the Woburn Zoning Ordinances.
  10. Exterior construction activities on the site will not begin before 7 a.m. and will conclude by 6 p.m. Monday through Friday and 8 a.m. to 6 p.m. on Saturday.
  11. During construction, debris will be cleaned up and off of the road.
  12. All exterior building lights will have shields so that it will prevent direct light from impacting the neighboring properties.
  13. The hours of operation for the store and pharmacy will be limited to 7 a.m. to 10 p.m. seven days a week.
  14. The petitioner will file a snow storage and removal plan with the city prior to the issuance of an occupancy permit.
  15. The special permit is only for a retail story with a pharmacy and drive-thru. If another business will be on the site, the petitioner must apply for a new special permit.
  16. There will be ten-year maintenance on the thermal plastic on site.
  17. The utility work will be restricted to evenings and off-hours as determined by the Department of Public Works.
  18. That structure must be designed and built (including color scheme) as per the renderings presented to the City Council (on Dec. 10).

Another foolish mistake by those who are supposed to be looking after Woburn's best interests. I wonder whose pocket got greased to put this through. We will be held prisoner by the traffic jams. Heaven forbid we have to drive more than two miles to get some aspirin and a 5-hour energy drink.

I'm not outright opposed to this, but definitely concerned. They better make it easier to make a left from Elm onto Main!

Do we get to see the road improvement plans mentioned in #6 and 7? "...roadway widening on Main Street as shown on the revised plans." and "... a future second lane southerly on Main Street."

Why did we get what seemed like dozens of emails about the "Ledges" project but almost nothing about this?

Was anyone surprised when they allowed Mr . Charlie's to move across the street (dangerous and stupid decision?). I don't understand their reasoning to make these terrible decisions.

CVS is in Ward 4. Do your homework folks. You too Earnhardt aka Phil Cuoco. CVS will bring new jobs with so many out of work and more revenue to our city and clean up that site.

Is there an official ward map anywhere online? I can't find one. This unofficial and possibly outdated one puts the location in Ward 6:

Doesn't matter if it is Ward 6 or Ward 4. Mike Raymond needs to stand up for his ward! Mike Raymond needs to take a stand, Period! This will have an adverse effect on Ward 6 It's up to MIKE RAYMOND to take a stand!

I saw an updated map of the wards at one of Alderman Raymonds neighborhood meetings. I am sure if you contact him he will send you a copy.

Nevermind the CVS what about the new 98 unit condo building right down the street? You think CVS is going to cause traffic jams? That's another 200 to 300 people in this area with the Kimball apartments that gross place next to Kimball then we have Beacon street apartsments * Which is Burlington* This isn't Boston. We do not need a million people in a mile radius. Anyone ever see the traffic in and out of Kimball 24 hours a day? They need their own traffic lights.
