If the City Council accepts its subcommittee recommendation, the North Woburn CVS "ought to pass" tonight.

According to documents from the City Clerk's office, the Council is expected to discuss the CVS proposal tonight at 7 p.m. in a public hearing. The aldermen's subcommittee on special permits reviewed the proposal on Dec. 10 and recommended project approval with several conditions.

The North Woburn CVS would be more than 15,000 square-feet and include a drive-thru pharmacy.

The City Council subcommittee's recommended conditions are:

1. The petitioner—Main Street Woburn RX, LLC—shall construct and improve the site as outlined in the "Site Improvement Plans for Main Street (Route 38) and School Street, Main Street/School Street, Woburn, MA 01801.”
2. The Planning Board retains jurisdiction over landscaping.
3. No exterior storage containers or material can be on site.
4. All deliveries shall be between 9 a.m. and 5 p.m. Monday to Saturday, with no Sunday deliveries allowed.
5. That if a drainage easement to allow the connection of the overflow to the city drain is not granted, the applicant may revert back to the original design depicting a free outlet on the CVS property; 
6. The petitioner will complete the roadway widening on Main Street as shown on the revised plans.
7. The petitioner shall grant to the city or Mass Department of Transportation an easement on Main Street beginning at the proposed driveway southerly to the property line as shown on the plan for the purpose of continuing a future second lane southerly on Main Street. 
8. The drive-up customer service facility shall be closed during deliveries.
9. All dumpsters and waste containers shall be enclosed, by means of a fence, wall or landscaping in compliance with the Woburn Zoning Ordinances.
10. Exterior construction activities on the site will not begin before 7 a.m. and will conclude by 6 p.m. Monday through Friday and 8 a.m. to 6 p.m. on Saturday.
11. During construction, debris will be cleaned up and off of the road.
12. All exterior building lights will have shields so that it will prevent direct light from impacting the neighboring properties.
13. The hours of operation for the store and pharmacy will be limited to 7 a.m. to 10 p.m. seven days a week. 
14. The petitioner will file a snow storage and removal plan with the city prior to the issuance of an occupancy permit.
15. The special permit is only for a retail story with a pharmacy and drive-thru. If another business will be on the site, the petitioner must apply for a new special permit.
16. There will be ten-year maintenance on the thermal plastic on site.
17. The utility work will be restricted to evenings and off-hours as determined by the Department of Public Works.
18. That structure must be designed and built (including color scheme) as per the renderings presented to the City Council (on Dec. 10).
