DeNapoli Benefit Decision Likely Delayed Until August

Due to an issue with timing and City Council rules the benefit package for Officer Robert DeNapoli will not likely come up until the August meeting.

The benefit package for Officer Robert DeNapoli, who was shot multiple times and seriously wounded during an armed robbery in 2011, will likely not be back up before the Woburn City Council until August. 

The benefit package, that was kicked back from the state last week because it was not signed by Mayor Galvin, would give DeNapoli 100 percent of his pay until he retires at the age of 65. The issue between the majority of city council members and the mayor is whether after DeNapoli reaches 65 he should continue to get 100 percent of his pay, as the majority of council members support, or go to 80 percent, as the mayor prefers. 

Now it seems the question will remain in the air until the next scheduled city council meeting on Tuesday, Aug. 7. 

As reported by the Woburn Times Chronicle, the council voted 5-3 Tuesday night to reject a motion to suspend its rules to accept and vote on a revised benefit package. The revised offer was submitted by Galvin on Monday, the day before the meeting. Massachusetts Open Meeting Law states the council cannot take up any petitions submitted after the deadline of 1 p.m. on the Thursday before the meeting. Mayor Galvin was on vacation last week. 

So unless there is a special council meeting called, the package will not be discussed before Aug. 7 and no vote will take place until Sept. 3.
