Woburn Business Man Pleads Guilty to Insurance Fraud

Business did not correctly report payroll and employee numbers in an attempt to avoid insurance premium costs.

  A Woburn business owner has pleaded guilty on charges he failed to accurately report his total payroll or number of employees to avoid insurance premium costs last week. Edward App, 50, pleaded guilty in Middlesex Superior Court to charges of Workers’ Compensation Fraud (4 counts) and Larceny Over $250 (3 counts) on Nov. 26. App was sentenced to 2.5 years in the House of Correction, suspended for two years, and two years probation. He was also ordered to pay full restitution, according to a statement from Attorney General Martha Coakley. According to Coakley, App is the owner and sole proprietor of App Tree Inc. (App Tree), a tree service company based in Woburn. Woburn Man Collected Umployment While Working

Will be arraigned on charges next month.

  A Woburn man will be arraigned on charges he collected unemployment while working full time next month in Boston Municipal Court.  According to Attorney General Martha Coakley, five people collected over $100,000 in unemployment benefits resulting in the recent fraud charges.  “We allege these defendants collected unemployment benefits while continuing to work in violation of the law,” said Coakley. “Unemployment fraud puts a strain on the system and the detection, investigation, and prosecution of these crimes are important to deter fraud and return these funds back to the commonwealth.” A complaint was filed against Thomas Kineavy, 44, of Woburn, on 34 charges of unemployment fraud and two counts of larceny over $250.  According to …

The unemployment program, as with most government programs, is poorly run and ripe with fraud. It rewards inactivity by handing out money without any accountability or motivation to get off it. At least the guy was working which is more than one can say for the countless that contribute nothing but take everything.   more ›

Woburn Bakery to Pay $649K in Back Wages

Settlement will go to temp employees from Woburn bakery facility.

  A Woburn bakery and Framingham staffing agency will pay $649,000 in restitution to 1,200 employees for unpaid hours worked.  The bakery, CSM Bakery Products NA, Inc., and staffing agency, EDA Staffing, Inc., reached a settlement with the Attorney General's office to pay the $649,000 in back wages to employees and civil penalties to the state.  “Our office receives many complaints every year from workers employed by temporary staffing firms,” said Attorney General Martha Coakley. “Employers cannot offload their wage obligations onto temp agencies or simply look the other way. AG Seeks Fine From Nstar for Irene, 'Snow-tober'

Some Woburn customers were without power for days following these weather events in 2011. Does a potential $9.7 million fine for Nstar ease the pain?

  Attorney General Martha Coakley's Office is seeking a $9.7 million fine after an investigation revealed Nstar "failed to adequately prepare, respond, and communicate during Tropical Storm Irene and the October 2011 snowstorm." The recommended fine breaks down to slightly more than $4 million for Nstar’s response to "Snow-tober 2011" and $5.7 million for Irene, according to a press release. The AGO filed a brief Aug. 7, with the state's Department of Public Utilities, which has the authority to levy the fine. According to the AGO investigation, Nstar fell short of its state-required Emergency Response Plan obligations.
