@Wayland, last I heard, the developers had not changed their plans to appear before the ZBA. When I saw your comment, I checked with them to clarify whether their plans had changed.
They have not. The developers do still plan to take their two-building plan before the ZBA and, according to Matthew Levy, the two-building plan remains the plan that they prefer for the site.

As I understand it, the developers still have site plan approval for a two-building development, but they do still need some additional special permits for reduced parking, parking on residentially zoned land and signage. They also learned that they need Zoning Board approval for the outdoor seating they want at the restaurant.
So, when they learned they would have to go before the ZBA anyway, Town Planner Sarkis Sarkisian said he expects they will just pursue their remaining special permits through the ZBA. (Here's the article that explains all this: http://patch.com/A-2XLm). They withdrew their special permit request before the Planning Board, but the approved site plan itself still stands.
Last time I spoke with the developers about this, they said they still preferred the two-building plan, but wanted to start the process for the one-building approval as well. It is possible to have two separated site plans approved for the same site -- the decision would be made when the building permits were pulled.

Andrea, it's absolutely true that unenrolled don't turn out as much for primaries (actually, no one turns out as much for primaries). However, I just want to clarify that the number we're talking about -- that 9,253 -- is the total number of enrolled voters in Wayland as of the primary ... not the number that came to the polls Tuesday. On Tuesday, Wayland had 21 percent participation at the polls -- 1,970 voters.

Thanks for doing the math, Kim. I was on my phone and struggled to get to the eligible voter number, let alone the Town Meeting numbers. According to your count, that 5 percent seems even further away. If people knew that 5 percent was required -- not just 100 -- do you think more folks would show up? Would it make a difference?

ReplyInteresting take, Bruce. Adjust the rules to require more participation. Wayland had 9,253 eligible voters as of this week's Special Primary. Based on that number, your suggestion would require 463 voters at Town Meeting. I think there were a couple of votes that came close to that number this year, but it wasn't consistently that high.
