Adam - Berthelette did note Mr. Teper's recent hip replacement surgery in his report, and his claim that it would not impair his ability to walk for short distances. In hindsight, I should have included this information. Berthelette also reported a lack of smooth pursuit in Mr. Teper's eyes during the vision test portion of the field sobriety test, according to his report.
It is also worth noting that Mr. Teper's reported blood alcohol level, taken at 5:20 and 5:25 p.m., about 30 minutes after police responded to the scene, was above the legal limit.

ReplyHi, Nelson - While I understand your point about the bond holders, the article reports there "may" be no difference between the Budget Commission and a receiver - some predict there will likely be a very big difference between them, but not in the taxpayers' favor.
